Appears to be "unicows.dll" and Win9x related.
I gather that you're running a Win9x OS?
Unicows.dll is a "Supplemental Unicode eXtension".
Try downloading & installing this & see if it doesn't fix it for you:

The MS link gives virtually no instructions, so ...
Download unicows.exe. Save it to your desktop.
Run the file. It prompts for a directory to extract its' files to. So pick a directory. C:\WINDOWS\Temp perhaps, or any one of your choosing.
Once the files have extracted, one of the files, unicows.dll, needs to be copied into your C:\WINDOWS\SYSTEM directory.
The other files unicows.pdb & two .txt files should not be required.
Run Win32pad & see if it works correctly.
