Win32Pad.1.3.1

Here is the bug fix release that should address most of the reported problems.

Changelog:
x Fixed the "File Changed...." user responce handling.
x Fixed "Minimize to Tray"/Restore handling.
x Fixed toolbar styles. Should be back to normal they way it was in 1.2.2
x Rewrote parts of line numbers code/handling.
