Base64 encoding/decoding

Hi,

thanks for Win32Pad, I use it every day, esp. the favorites make my work a lot easier. I'd like Win32Pad even better if it had support for base64 encoding/decoding of text selections, since I have to deal with partially-encoded files a lot...
